Bug Description

HARDWARE=maguro
JENKINS_BUILD=123

Steps to reproduce:
- Open notes app
- Bottom swipe up

Expected result:
- Toolbar raised/exposed

Actual result:
- Notes flick and bounce

Note:
- If you swipe really slowly the toolbar can be raised.

Tested with Nexus 4 and it's also not that easy to raise the toolbar. Hitting 'Add' is also not trivial :-)

build 125 on Maguro does not seem to have this problem. Toolbar works as expected.

Toolbar seems to work as expected for me too, unless the flick up from the bottom is incredibly quick.

I'm going to mark this but as Invalid since both me and BIll can't experience this problem anymore. Please reopen and add more details in case it's still existing.
