the timezone map resize on mouseover

Bug Description
when selecting the timezone when you first setup evolution. when the mouse is over the map it shows the location(text), when the mouse isn't on the map it doesn't show the location(text). now what happens when you move the mouse in and out of the map is that it resizes just alittle (because there is now room where the text used to be) and looks unprofessional.
