[WISH] A GUI checkbox for the KDE_NO_IPV6 setting

Bug Description

I propose a nice GUI like setting for the KDE_NO_IPV6 environment setting

A simple checkbox in Systemsetting->Networksettings with a label with info on why and what it does is sufficient.

In KDE4 days a setting like this, once implemented, would most likely go in the Connection Settings module which lives in kdebase

Unfortunately we currently do not have the manpower as a distribution to implement this feature. You should file it as a wishlist request at bugs.kde.org. Thank you.
