Synaptic - Reload - Error - "Unable to lock the list directory"

Bug Description

Binary package hint: synaptic

1. In Ubuntu 7.04, Go to System > Administration > Synaptic Package Manager
2. Click Reload button near the top left
3. Error message:

Could not download all repository indexes
The repository might be no longer available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and the correct writing of the repository address in the preferences.

4. Click Close button
5. Another Error Message:

An error occured

E: Could not get lock /var/lib/apt/lists/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the list directory

I've just noticed that somebody or something (Bug Reporting System? Launchpad?) had added "UnreportableReason: This is not a genuine Ubuntu package". Does this mean that my version of Synaptic is not the real one that I should have?

Should I be worried about security? If my package manager is not the real one, then how do I know that what it installs or updates is genuine?

On a more positive note, Synaptic and Update manager have started working again, without any change on my part, or explanation from the system. On the other hand, if one or both of these programs are not genuine (see above at https://bugs.launchpad.net/ubuntu/+source/synaptic/+bug/119650/comments/2 ), then I'm not sure that it's such good news that they're working.

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering if this is still an issue for you. Can you try with the latest Ubuntu release? Thanks in advance.
