ntpdate debugging mode adjusts local clock but shouldn't

Binary package hint: ntpdate
According to the man page, running ntpdate with the -d flag shouldnt' change the clock:
-d Enable the debugging mode, in which ntpdate will go through all the steps, but not adjust the local clock.
but when run:
