"Your browser languages" filters out English

Bug Description
The "Your browser languages" portlet displayed on the 'Edit preferred languages' screen filters out English.
For example, my browser is configured with: fr-ca, fr, en-us, en, de, but the porlet only shows: French, German.

This turns out to be because English was still incorrectly marked as 'invisible'.
