Show Offline plugin only works after Show Offline Buddies is selected

Bug Description
Binary package hint: pidgin-plugin-pack
I have a contact on an XMPP server, for whatever reason, for which I can't see presence notification.
I have a long contact list and don't select "Show Offline Buddies" in Pidgin. Therefore I have enabled the
"Show Offline" plugin, and enabled it for this one contact.
However, when I start up Pidgin, this contact doesn't appear in the contact list. In order to make it appear, I need to select
"Show Offline Buddies" then, when I disable "Show Offline Buddies" the contact reamains.
