libqmenumodel-dev dependency prevents powerpc build and indicators stack release

Bug Description
It seems the libqmenumodel-dev dependency currently breaks a dependency chain, as indicator-network is tried to be built on powerpc where there is no libqmenumodel-dev. The powerpc build stays as "dependency wait", and indicator stack build stalls at the same time.
This is preventing indicators and unity stack from publishing.

I think this was transitional. We're not depending on libqmenumodel-dev, and it doesn't seem that anything is.
