Keyboard shortcuts not working on russian layout in any aplication .

For ex. I can't copy something with "ctrl+c"

Ubuntu 13.04 i386 with current updates - confirm this problem. Don't work system hotkeys with russian and ukrainian layouts.

For now - fixed in most cases, still not working in java applications (i.e. libreoffice).
