live-cd should ask for the language country (and maybe keyboard)

Bug Description

When booting the Ubuntu live-CD, one ends up with a english and qwerty gnome desktop. That's not convenient for anybody that doesn't speak english. Just because of this, it may even be impossible for them to find out how to configure the language and keyboard.

Of course, when running the installer, the language/country/keyboard questions are asked, but when someone just wants to give Ubuntu a try, he doesn't install it but just tries the live CD. Because of the english language and the strange keyboard layout, his first impression is then "gah, that sucks".

It seems to me that systematically asking for the language and country and thus guessing the keyboard layout shouldn't be so much a burden, event for newbies, and it would help them a lot to appreciate the translation effort of the gnome desktop.

When the boot menu is presented, you can choose your language with F2 and your keyboard with F3.

Mmm, I can't read the mention of F2/F3 there, but anyway, the problem is for blind people: that boot menu is not accessible, and it's already not very simple to know that the boot menu is there and to enable accessibility, choosing the language and keyboard this way is really not possible for them.

You're right, the guide doesn't mention the Function keys, but I was using it to show you the boot menu screenshot, where you can see keys for changing language, keyboard and accessibility.

I thought this bug was about people that doesn't speak english, but now it's about blind people. May be you should file a new bug about that. You may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem.

At a minimum, we need:
1. the specific steps or actions you took that caused you to encounter the problem,
2. the behavior you expected, and
3. the behavior you actually encountered (in as much detail as possible).

I did also think at first it applied to people that don't speak english in general. I can (and I will) file a separate bug for the blind case, but I guess that solving the blind case will require some rethought of the general case, at least to avoid duplication of setup steps.
