Bug Description

The tech-committee-chair and tech-committee groups in Gerrit are currently empty, which prevents usage of the governance repo.

You can set me as the unique member of tech-committee-chair (APRV rights on openstack/governance), and make me an admin of the tech-committee group membership. Then I can set the content of tech-committee (+2/-2 rights on openstack/governance) myself if that helps.

Thierry has been added as the only member of tech-committee-chair and tech-committee-chair was added as a group member of tech-committee. At this point Thierry should be able to self manage both groups.
