replace lxc-templates cloud-utils recommends with cloud-image-utils

Bug Description
cloud-utils was split up to reduce dependencies.
cloud-image-utils contains 'cloud-localds' which is what lxc-templates wants to use.
We can replace the Recommends there with cloud-image-utils and then remove at least one unnecessary package.

* Add allow-stderr to autopkgtst restrictions as the Ubuntu template
uses policy-rc.d to disable some daemons and that causes a message to
be printed on stderr when the service tries to start.
