Please sync afterstep 2.2.12-2 from Debian unstable (main)

Please sync afterstep 2.2.12-2 from Debian unstable (main) to saucy release (universe).

Explanation of the Ubuntu delta and why it can be dropped:
 * Depend/build-depend on libtiff-dev rather than libtiff4-dev → now the Debian package depends on libtiff-dev, so the Ubuntu change was integrated in Debian.

     (upstream commit 06f472584);

  * Standards-Version: 3.9. 4 (no changes).
  * Remove unused lintian override.
