Please sync libnetaddr-ip-perl 4.007-1 from Debian Unstable (Main)

Binary package hint: libnetaddr-ip-perl

Package is finally updated in Debian after a long hiatus. There are no significant differences between the Ubuntu and Debian packages (Julian Mehnle aslo assisted with preparation of the Ubuntu packages) and no reason to keep an Ubuntu difference. Debian changelog since last seen in Ubuntu:
