Link Checker download CSV fails for large sets

Evergreen 2.4.1
When staff attempt to do a broad search in the link checker and download the results to CSV file it seems to save but the saved file is empty plus the size says 0KB.
Talked to Lebbeous about this issue and after consulting with Mike Rylander they believe the fix is to update the two lines where "atomic" appears in Open-ILS/
1) to call the non-atomic version of the method
2) to gather results as they come in, in a way that tolerates long delays, rather than timing out waiting for one big response
