[Regression] Expanding Installed category does not show all the installed apps at once

1. start messaging app, swipe back to dash
2. Expand the 'Installed' category in the Apps scope (if its already expanded, collapse it first and then expand)
What happens:
Only first 4 rows of the installed category are shown at first. There is a further expansion after 1-2 seconds which reveals all the installed apps.

Other way to reproduce is. Swipe to Apps scope then swipe to Home scope.. wait 2 seconds in each scope. repeat the process and you'll see the appearance and disappearance of the 'More suggestions' category.
Switching from one scope to the other also makes unity8 consume 60% cpu for a few seconds.
