scrolling is very jumpy on maguro

Bug Description

using a web app or the browser iteself on maguro the scroll operation of the rendering engine (with no input) is extremely jumpy.

to reproduce, swipe in a long website or on the G+ app to make it scroll, release the finger and watch it move on with the scrolling operation, you will recognize that it jumps against the scroll direction every now and then giving a very jumpy scroll impression.

this seems to be not input related as it happens even without touching the screen by just leaving the site scroll after an initial trigger.

Marking this specific issue invalid as maguro is not a supported platform any longer.
