Bug Description
Steps to reproduce:
1. File a new bug selecting "This bug contains information that is: Public Security".
2. Read the (i) notifications: "Security-related bugs are by default private (visible only to their direct subscribers). You may choose to publicly disclose this bug."
This is clearly wrong in this case.
