gnome-panel items aren't repositioned back when resized

Bug Description

Binary package hint: gnome-panel

When I change my screen resolution to a lower one, and then back to the other one or I change the size of gnome panel (with the expand option for example), and then change it back again to the other larger size, items get all cluttered on the right and I get lots of unused space on the panel.

In other words, items don't remember where they were before the resize.

I get this in Feisty and Gutsy. I see it's reported at #37546 and upstream: http://bugzilla.gnome.org/show_bug.cgi?id=160549 but those indicated resolved and are from 2004. But it's still not fixed!
