Bug Description
The source package sip4-qt3 should have an explicit dependency on libc6-dev and g++ otherwise it throws backport-build-time errors.

No, they shouldn't. The package 'build-essential' is assumed to be installed for any build, as quoted in Debian policy, so don't need to be explicitly depended on.
