Bug Description

kde-telepathy-auth-handler needs to depend on libqca2-plugin-ossl else it causes crashes and the handler doesn't work as it was intended to work.

[Impact]
Users get a degraded experience when using KDE Telepathy with encrypted connections

[Test Case]
TBD

[Regression Potential]
Minimal, no new code is introduced, just a runtime dependency that was missed in the packaging earlier.
