RemoteContent field should be mandatory in .scope file

Bug Description

If a .scope file has no RemoteContent field, the default is to assume "false".

The RemoteContent field should be mandatory, to ensure that scope authors aren't ignoring the privacy setting by mistake.

setting the default to true would be just as good if making a mandatory field is challenging - that also wouldn't break any existing scopes that don't declare a value for it. They would just only be used if online searching was enabled, if they don't specify that they are "safe" for local only mode then we should assume they do some online stuff.
