Strange formatting of "<Project> does not use Launchpad..." warnings

Bug Description

The warning given to users trying to file bugs against projects that do not use Launchpad for bug tracking and that are not registered as part of a distribution package looks rather strange.

Specifically, the request-for-help message stating that the project is not registered with any distribution packages is indented as part of the "if the bug you are reporting is in a package..." informational message but the "Launchpad does not know what bugtracker project X uses" message, which sits directly below the first message, is not indented. This gives the page a lop-sided look that should be corrected.
