Disabled facets are still accessible for projectless project groups

Bug Description
When a project group has no projects associated with it, all facets other than Overview are disabled for that project (as a result of fixing bug 106523).
However, although the links on the facet tabs are disabled it is still possible to navigate to those facets by entering the URL of the facet. For example, the following are still navigable, even though the project has no products:
