incorrect ifconfig output for unused wired ethernet

Bug Description

I was trying to diagnose network problems on this machine and found that Ubuntu 12.04 will show the following with ifconfig after a little while:
$ ifconfig eth0

eth0 is the wired ethernet and is not in use on this machine. The machine is only using wlan0. I don't know if the network issues I am seeing on the machine relate to this or not. I'm not sure when this came up-- -55, -56, -57 and -58 all exhibit the problem (though, I don't have a simple reproducer-- it seems to come up after using the network for a while). -23 didn't produce the problem with the testing I performed (ie, within the same amount of time that it would show up with the other kernels). linux-generic-lts-saucy also didn't show it, but I couldn't run that kernel for very long because the nvidia-304 driver didn't work properly there.

We have two options to bisect since this appears to be fixed in linux-generic-lts-saucy. We can perform a standard bisect to find the commit that introduced this bug. Or since it is possibly fixed in Saucy, we can run a "Reverse" bisect to identify the fix there that fixes this.

At this point, I think this bug can be closed. I'm not particularly interested in fixing it since it is unrelated to the networking issues I saw with -57. -58 seems to resolve the weird network issues she was having so I think I'm good. Feel free to reopen if someone else can reproduce and wants to pursue fixing it. Thanks!
