Bug Description
Hi,
The vm-builder package will likely be removed from the archive for trusty. If possible, please update sandbox-upgrader to fetch ubuntu cloud images (which can be done most easily using uvtool) instead of generating its own.

Here is a mostly untested patch showing how this could be done.
If this package is still in use then I'd like to hear whether/how the clone script is exactly meant to work and how it is used so i can reproduce it in the new code.
(If not, do we want to keep it in the archive?)
