Bug Description

Default networks-to-nics assignment is fixed now, i.e. it doesn't depend on cluster's networks tagging. It is done assuming that networks tagging for cluster is set by default. But networks tagging can be altered before we add node into the cluster.
We will get wrong assignment in this case.

It is required to rework default networks assignment to make it sensitive to current networking configuration of target cluster.

    Flexible networks-to-nics assignment

    Networks-to-nics assignment is now sensitive to current networking configuration of target cluster.
    Default assignment in case of Nova-Network is changed because the current algorithm tries to map
    as more as possible networks to each NIC
    instead of fixed mapping to non-admin NIC of all remaining networks as it was done before.
    Tests added.
