Reference to FAQ should be automatically linked in comments

Bug Description
When a user answers a question with a FAQ, the answer comment contain a reference to the FAQ in the form FAQ #ID "FAQ Title". The 'FAQ #ID' form should be detected and automatically turned into an hyperlink to the FAQ when displaying the comment.
This was included in the faq-base blueprint, but was left out at the last minute to make the 1.1.7 release.
