Suspend/Hibernate with nv driver and NVIDIA 8400M GS doesn't work

Bug Description

Forking from LP #121163:

Using nv driver from package xserver-xorg-video-nv_2.1.2-2ubuntu1_i386.deb, Suspend and Hibernate do not work. Both show a blank screen. When resuming from Hibernate, I noted the following on the screen:

uvcvideo: Failed to query (135) UVC control 1 (unit 0) : -32 (exp. 26)
uvcvideo: Failed to initialize the device (-5).

This bug is NOT a dup of bug 121801. Bug 121801 is for vesa driver. This bug is for nv driver.

To explicate a bit, the reason this fails (Nvidia disabling the code) is the same on both -nv and -vesa, since we would attempt to use vbetool (the video bios in general) to repost the card in either case, independent of the driver.
