Add "email password reset" button to user editor

Bug Description

When working with a patron over the phone who requires a password reset, an option in the staff client to generate a password reset request on the patron's behalf would be useful.

Currently, staff perform this task by copying the patron barcode to the clipboard, opening the catalog in a web browser, and submitting a password reset request as if they were the patron.

The user editor may be the best place for this new button, since this is where the existing "reset password" button lives.

The UI could provide a prompt to display the patron's current email address before triggering the reset request.

End result would be that the user would receive a password reset request e-mail with link to set a new password, just as if they had initiated the request from the catalog themselves.

It might also be useful to provide a clue to the A/T template that staff initiated the request, not the user themselves.

I am attempting to test this.

I took patron 99999303411 and added my email, then clicked the new button to send reset link.

I get a toast message that it was submitted. However, no email so far.

Does the notice need to be turned on?

The kcls-icelandic test server doesn't currently have outgoing email enabled, if you're testing it there. I'm currently looking into enabling it, if I can wrap my head around it. For what it's worth, the success popup only triggers on a successful response from the existing password reset API call, but it's probably good to be extra-certain
