Bug Description
Bug #126631 (if released) obviates the need for the user parameter to transitionToStatus, but it's a release critical bug. Removing this parameter from the whole of Launchpad is a larger piece of work than is needed immediately, hence this bug to track it.
If implemented, this bug would invalidate bug #121512.
