libservlet2.x-java package should be split into java classes and libservlet2.x-java-doc packages

Bug Description

Binary package hint: libservlet2.4-java

libservlet2.4-java and libservlet2.3-java packages should be split into java classes and libservlet2.x-java-doc packages - currently the libservlet2.x-java packages contains few megabytes of API and other documentation) in one package.

This is wasteful of space in LiveCD - majority of desktop users don't need API documentation.
The way to fix of libservlet2.x-java packages:

  * We need to have a libservlet2.x-java-doc package split out to contain data in /usr/share/doc/libservlet2.x-java/ and the libservlet2.x-java packages should then be altered to recommend or suggest the libservlet2.x-java-doc package.

Packaging policy is quite clear on this point:

Just look at file listing of libservlet2.4-java package and you will see lots of documentation in /usr/share/doc/libservlet2.4-java/api-jsp/ and /usr/share/doc/libservlet2.4-java/api-servlet/ folders:
