Bug Description

If the branch has unicode in the name, title, or URL, then the email sending OOPS

OOPS-564D2357

Module canonical.launchpad.mailnotification, line 1778, in send_branch_modified_notifications
    info_lines.append("%s%s: %s => %s" % (
UnicodeEncodeError: 'ascii' codec can't encode characters in position 0-3: ordinal not in range(128)
