Bug Description
the issue observed on Galaxy Nexus with Linaro Android kitkat 14.02 release image:

downloading an apk via browser is no issue, when try to install the apk it's thrown message "can't open the file".

manually verified with builds:

with Chrome browser apk, this issue will not reproduced again.
