lame mishandles non-ascii chars in id3 tags

Bug Description
Binary package hint: lame
Tested on ubuntu feisty
Lame 3.96.1-2ubuntu.
Lame always treats its id3 arguments as if they were Latin1.
This is not the case in Ubuntu since it uses a UTF-8 locale.
So lame should use iconv to convert them from the locale
charset to whatever encoding is used inside the id3 tags.
The lame CVS contains two patches do that for UTF-8 locale.
These changes have not been merged into the stable versions yet.
