Needs to stop these tasks to let the builders continuing building other packages.
Strangely launchpad is locking all the arches, including i386 & amd64, even if they are not concerned by that missing dependency. (Launchpad faulty)

Thanks for reporting this issue. This still happens with acl2 version 6.4-3 on Ubuntu Utopic. I added the tag "ftbfs" so that this bug report will show up on http://qa.ubuntuwire.com/ftbfs/.

(That is to say, it is still missing gcl on these architectures. It doesn't seem to be locking the builders)

I've taken a look after the title was updated earlier today. Starting with Ubuntu Vivid, gcl has built successfully on all architectures (https://launchpad.net/ubuntu/+source/gcl). In turn, acl2 has built succesfully on arm64. There's still a build failure with ppc64el, but since gcl is available I don't think that's directly related to this issue. I wonder whether this can be closed and possibly a new issue should be created for the current ppc64el problem.

i've tried to check the vivid's ppc64el build changelog, but its so huge that my system completly freeze while opening it; so i've abort without be able to check the reason of the built fealure.
