Transparent gnome panels are not really transparent

Bug Description

If you set the panel background to a certain color and add transparency, or if you select a semi-transparent png image, and add the autohide option; then open a window in fullscreen and make the panel pop up, it becomes obvious that there is no real transparent panel rendered on top of the window. Gnome seems to save the desktop background from under the panel and merge it with the semi-transparent image.
