Bug Description

Do not display the heading and text for 'Can you help with this problem?' when the user cannot submit an answer or request for information.

We do not show this message when the user is the question owner. The rule should also check that the status is not [SOLVED, INVALID, EXPIRED].

This requires extension of View.is_question_owner to include an OR test for the statuses. The property should be renamed to can_help. We need to extend the test for this as well.
