now and then system delays seconds after each key or mouse actions

Bug Description

At indefinite moments the system has a delay of several seconds after each action of the keyboard or mouse. This results in an unworkable situation and a restart usually helps. But the phenomenon returns sometime quick and sometimes after an hour.
