CI can't install dialer-app debian packages on image 272

I just started seeing a problem with the CI automated testing for dialer-app. Debian packages generated from the current top of trunk cannot be installed on a device with image 272 (from the devel-proposed channel). The problem appears to be a configuration error from ofono-phonesim-autostart.
