Restricted Package descriptions translated into Czech but descriptions in Synaptic are still in English

Bug Description

Template "ddtp-ubuntu-restricted" in Package Descriptions for Ubuntu is completely translated into Czech but from some reason this translation doesn't show up in Synaptic. This discourages Czech translators from working on package descriptions and we get in the end untranslated documentation for Czech users.
Seems that en_GB had similar problem.

The problem is in Spanish, too.

Starting with Ubuntu Gutsy the cs, en_GB and es Translation file seem to be present, see http://archive.ubuntu.com/ubuntu/dists/gutsy/restricted/i18n/

Do you still have this problem in Gutsy or later release?
