completion for dpkg-reconfigure has gone wild

Bug Description

Binary package hint: dpkg

After typing "dpkg-reconfigure " and then press <Tab>, it'll have these weird results:
$ dpkg-reconfigure ^[[00m^[[00m
$ dpkg-reconfigure f^[[00m^[[00m

bash is responsible for completions, not dpkg.

See my comments in bug 94408. Searching for "completion" in Ubuntu's bash bugs gives 16 bugs of which many will be fixed if we revert to traditional predictable completion behaviour.
