Bug Description

Speedstepping does not work on the IBM Thinkpad T21 (Intel Mobile Pentium III processor). The fix is quite simple. Create the file /etc/modprobe.d/speedstep-lib with the content:

options speedstep-lib relaxed_check=1

Yes, it is still an issue. It should be very simple to fix though as described in the bug report.
