not able to see both top and bottom panel in othere workspace

Bug Description

Binary package hint: gnome-panel

When ever i am switching from my first workspace to the any other workspace the panels are not working properly sometime the bottom panel disappears and sometime top panel . And there is no proper way to lock it the windows buttons are getting behind the panel .
