Notes and Notebooks header should move away when scrolling

After the merge of the new header, no one disappears when scrolling up. Do you want them to disappear?

I'm a bit perplexed about this bug.
Messages and contacts apps have fixed header, why we should have a different behavior?

Back when I filed it, I seem to remember that that was the behaviour of the
rest of the apps. I hadn't realized some of them (or all?) are not
following this behaviour. The design guidelines [1] still recommend to hide
the header on scrolling, but it seems the example app in the video
(browser) no longer hides the header.

So we might need to ask a designer.
