Bug Description

All check-tripleo-overcloud-precise test are failing in the post-configure.d phase in os-refresh-config due to an error when restarting the rabbitmq server.

 + os-svc-enable -n rabbitmq-server
 + os-svc-restart -n rabbitmq-server
 rabbitmq-server start/running, process 8235
 start: Job is already running: rabbitmq-serv

In https://review.openstack.org/#/c/93637/ killing the rabbitmq server fix the issue.

This is an issue no longer happening with no review addressing it, so it could be a temporary problem or a rabbit package problem.
