Add Trusty Icehouse pkgs to UCA

Bug Description

Please make the trusty icehouse UCA live. It can have the same packages as Trusty itself but it will simplify the Trusty UCA process going forward.

(It would even be fine if it was added without any packages.... just so we can add the repo.)

This bug should be closed now. The UCA for Juno on Trusty has been available for quite some time (though afaik it never added the Icehouse packages--that's probably OBE now.)
