jenkins jobs openstack-install-deploy-guide-{lang} or openstack-misc-guides-{lang} are for publishing in ja

the publish job is run though layout.yaml as post job openstack-manuals-tox-doc-publishdocs

I was hoping that this patch would fix it, but it's tricky to test locally:

Can you assign the bug to yourselves Roger? And may be put the fixes bug: xxxx in the commit message?

Actually, I already had "closes-bug:" in the commit message, and it was too optimistic. Better luck next time.
