Bug Description

virt-manager 1.x now requires a few more dependencies from universe:

python-ipaddr
libvirt-glib
spice-gtk
virt-viewer

Demoting virt-manager to universe would reduce the delta with Debian, would reduce maintenance burden and would allow quicker updates to current versions.

Both virtinst and virt-manager need to be demoted, they have both been combined in the same source package in 1.x releases
