Please sync obconf (universe) from Debian unstable (main).
Changelog since current gutsy version 1.6-1:

obconf (2.0.2-1) unstable; urgency=low

  * New upstream release.
  * Now depend on libobrender16 and libobparser16.
  * Added a watch file again.
  * Change source code URL in copyright.
  * Added compat file since upstream removed debian/.
  * Added build-dep on dpatch and added patch to fix
    freedesktop compliance of .desktop file.

The debian unstable Openbox 3.4.4-1 package has been used to compile Obconf (see also bug 119796)

Please resolve bug 119796 first. You need the new openbox packages to compile this package.
